The To: line should be addressed to the real email address of each recipient individually when possible.

None of these To: lines would actually reach the entire mailing list if emailed directly, but instead, help hide your recipient list from those you email.

Instead, use the Bcc: "Blind Carbon Copy" line, which will email the entire list but not display any email addresses in the final email.
